ORIENTATIONS IN THE 2021-2030 PERIOD,

WITH VISION TO 2045

The 13th National Congress of the Communist Party of Viet Nam adopted the 10-year socio-
economic development strategy (2021-2030) with a vision to 2045, in which Viet Nam set
goals of becoming a developing and upper-middle income country with modern industry by
2030; accelerating industrialization and modernization, developing the economy rapidly and
sustainably on the basis of science, technology, and innovation, enhancing comprehensive
and in-depth international integration; and raising aspirations for national development,
promoting innovation and the strength of the whole nation, and building a prosperous,
democratic, equitable, and civilized society to ensure a peaceful and happy life for the people.
Viet Nam strives to become a developed and high-income country by 2045.

Despite COVID-19, Viet Nam’s economy has remained resilient, expanding
by 2.9% in 2020 - one of the highest rates in the world - and growth is
projected to be 6.5% in 2021, thanks to strong economic fundamentals,
decisive containment measures, and well-targeted government support,
according to the IMF’s latest annual assessment of the country’s economy.
