MOC SEEKS REGULATION ON DURATION

OF APARTMENT OWNERSHIP

When recently submitting documents to the government on
amendments to the 2014 Law on Housing, the Ministry of
Construction (MoC) proposed adding a new regulation on the
duration of apartment ownership in place of the current long-
term ownership regulation. The Ministry said that if the
proposal is approved by the National Assembly (NA) and
included in the amendments, it will draft specific content to
seek opinions and the NA will also evaluate the overall impact
of the policy before making a decision.

In offering consultation on amendments to the Law on
Housing, the Ministry of Construction proposed applying a
time limit on apartment ownership. The proposal
immediately generated a range of opinions. Some agree but
many object, because housing is an asset and has long been
associated with long-term and permanent ownership.

FACING DIFFICULTIES BARRIERS ACCESSING RCEP

The disbursement of public investment capital has been
slow, with a rate of just 22.37 per cent of the plan assigned
by the Prime Minister posted in the first five months of the
year. Six Working Groups have been established to inspect
the allocation and disbursement of public investment
capital and adopt drastic solutions to remove difficulties.
According to Minister of Planning and Investment Nguyen
Chi Dung, there are many reasons behind the slow
disbursement, some of which appear simple but have a
significant impact on project progress.
The Regional Comprehensive Economic Partnership
(RCEP) opens up significant opportunities for Vietnamese
seafood exporters to take part in new production chains
but also presents competitive pressure when they attempt
to penetrate into the agreement’s major markets. In order
to take advantage of the agreement and improve the
comparative advantage of Vietnamese seafood, enterprises
need to carefully understand rules of origin and meet
regulations on sanitary and phytosanitary measures and
technical barriers to trade.
